Police Minister and Commissioner in Canton Tuzla under Investigation
Dnevni Avaz Oct 11pg 7 The Office of the Tuzla Cantonal Prosecutor ordered an investigation against Sead Omerbegovic, the current Cantonal Minister of Internal Affairs, and Ivica Divkovic, a former Cantonal Police Commissioner and current Chief of SIPA Office in Tuzla. Omerbegovic is suspected of abuse of office, that is, unlawful appointment of members of the driver’s inspection commission, while Divkovic is accused of unlawful payment of allowances to police cadets.

TNT Used in FIS Bombing
Nezavisne Novine 11 Oct pg 3- citing “sources close to the investigation”, the daily speculates that “the explosive used in the FIS shopping centre bombing was most likely TNT, a military explosive of high destructive power.” The daily speculates further that the video shot by the surveillance camera shows “a man drop a paper bag with 200 g of TNT and a time mechanism on the kitchenware shelf a minute before the blast took place.” The same source said that the video recording of the scene immediately after the blast was “most upsetting”. Reportedly, the source, an experience police officer, said the body of the security guard was “completely ripped apart, with pieces blown away within the radius of 40 meters.” In the letter sent to ministers of internal affairs of the FBiH and Central Bosnia Canton, the FBiH President Bojana Kristo said that the “murder of one and heavy injuring of another person has caused a justified public outrage and raised concerns over the security of all citizens.” Due to the “unprecedented brutality of this criminal act and its consequences for the overall security situation in the FBiH and the country”, Kristo expects that responsible police officials will conduct “a prompt and efficient action to uncover the perpetrators.”

Oslobodjenje reports that the police are not ruling out the possibility that the motive of the bombing is racketeering;
Press RS (pg 14) reported that an NGO “Croatia Libertas” has issued a statement that the Croats in BiH are the “victims of Islamic terrorists”, connecting the killing of Denis Mrnjavac in Sarajevo in February 2008 as one in the line against the Croats in BiH (also reported by Nezavisne Novine Oct 12, pg 3 - NGO “Croatia Libertas” appeals to the Croat government officials urgent separation from Federation of BiH)
 
Head of EOD Team Accused of Terrorism
Oslobodjenje Oct 12 pg 5 -Suvad Dzidic (36) from the village of Peocica near Vitez was arrested at 4 a.m. on Saturday due to the existence of reliable doubt that he had constructed and planted an explosive device at FIS shopping centre that killed one and inflicted life-threatening injuries to another person. Dzidic, a head of an EOD team, was identified on the video recordings of the FIS surveillance camera and the police subsequently found in his house an explosive device identical to the one that exploded in FIS. Ivan Gudelj, owner of FIS Company, dismissed the possibility that the motive of the bombing was racketeering or “a revenge for the detention of Abu Hamza as the rumour has it.” As part of the investigation, the police also detained and handed over to the prosecutor’s office Admir Ahmetovic (32) from Zenica on suspicion of involvement in the preparation of a terrorist act. In the search of Ahmetovic’s house, the police found “means that can be used for carrying out terrorist acts.” The police are continuing with the investigation in order to disclose the real motives behind the bombing and its order givers.

Bomb Explosion in Gornja Tuzla
Dnevni Avaz Oct 11 pg 16 – Around 6 pm, N.F. (43) has thrown two bombs in the backyard of the house of F.H in Gornja Tuzla. Nobody was injured but the explosion caused material damage. MoI Canton Tuzla confirms that N.F. was apprehended by the police. Motives unknown.
 
Weapons Found in Doboj
Oslobodjenje Oct 11 pg 19 - In the Heating System company in Doboj, the police have found six bombs, 600 bullets and other military items. The items were found in the office used by an employee Z.K. (57). The police have previously been informed on explosive devices and ammunition being kept in the premises of the company and have evacuated the building accordingly. The report will be submitted to the County Prosecutor’s Office in Doboj.

One Injured in the Shooting in Srebrenik
Oslobodjenje Oct. 12 pg 11 - Prosecutor of Tuzla Canton, Ivo Iveljic, confirmed that Sead Mutapcic (19) was shot wounded by the police on Friday evening in Srebrenik. According to the prosecutor, the police came in the café bar ‘Sport’ in order to stop the fight that occurred between six individuals. After the fight has been stopped, police officers were taking statements in the bar. During that time, one of the participants of the fight, Mutapcic, went away and came back with the rifle. He shot once in the air and as the police went out the bar, he shot twice in the direction of the police officers after what one of the police officers wounded Mutapcic. He was wounded in arm and leg and taken to the hospital in Srebrenik.

EU Commissioner for Enlargement, Rehn: “BiH is becoming my Nightmare”
Dnevni List Oct 11 pg 4-5 - During his official visit to BiH on Friday, Olli Rehn, EU Commissioner for Enlargement, stated that the EU “is deeply concerned with the situation in BiH.” At the meeting with members of the BiH Presidency, Rehn pointed out “the importance of adherence to the DPA” and conveyed his disappointment over the fact that “BiH leaders have spent more time on negative rhetoric than on bringing BiH closer to Europe and the EU.” In “an open talks with members of the BiH Presidency”, Rehn pointed out that “the role of the presidency is to contribute to the national cohesion and define the basic orientation of the country. The EU has strong reasons for concern when BiH’s orientation is in question.” At the ensuing press conference, Rehn said he had encountered “political pessimism in BiH” and that the EU was “disappointed with the slowdown in reforms. We expect from BiH, as a future EU member-state, to speak in one voice and to respect its state institutions. We expect that BiH’s constitution will be upgraded by full observance of the DPA.” However, Rehn refused to specify who the main culprits for the reform standstill were, warning that his nightmare was “exactly the situation where BiH is slowing down the EU processes due to disputes of its leaders.” Haris Silajdzic, BiH Presidency Chair, retorted that his nightmare was “exactly such attitude towards BiH by the EU.” He clarified that the EU wants “the current situation on the ground to be accepted as obviously the EU has no intention of interfering into the results of the genocide and ethnic cleansing. It seems that those who seek justice are disrupting the EU and the world peace. I said it at the UN and I’m saying it now: such attitude must stop.” At the press conference, Silajdzic posed a direct question to Rehn: “Once and for all, tell us who are those who don’t like BiH, who don’t work in BiH’s interest and who are opening their own diplomatic representation offices abroad in an effort to assume the responsibility of BiH’s legitimate institutions for its foreign policy.” Rehn replied that “disagreements of BiH leaders as are BiH’s internal matter and the EU has no desire of meddling into BiH’s internal affairs.”

EU Commissioner for Enlargement Olli Rehn: “BiH Has Clear EU Prospect”
Dnevni Avaz 11 Oct pg 4 - EU Enlargement Commissioner Olli Rehn closed the Crans Montana Forum, the three-day international economic and political conference, in Sarajevo on Friday. In his closing speech, Rehn stressed that “the EU enlargement to include the West Balkan countries is one of EU’s priorities.” In his words, “the European perspective of the region has been affirmed,” while “coming year will be crucial for EU integration of the West Balkans and Turkey.” Therefore, Rehn appealed on the aspiring candidate countries, BiH in particular, to continue with the implementation of requirements set forth in the SAA. In this sense, he called upon BiH leaders to reach the necessary degree of political consensus regarding key reforms and place the EU-related reforms at the top of their agenda. Jean-Paul Carteron, Chairman of the Crans Montana, said the forum was a success as it managed to attract some 250 participants from abroad, “important entrepreneurs and bank investors.

BiH Presidency Chair Silajdzic Called on Responsible SBiH Officials to Resign
Dnvni Avaz 11 Oct pg 11 - Faced with disastrous election results of his party, the SBiH leader Haris Silajdzic at a heated session of the party leadership on Friday night called on “responsible SBiH officials, municipality heads and councillors, to resign from their public offices and party positions.” “We’ll need more than just one session to make a through analysis of the election results, but even at this point we can see that certain things must be handled in a different way,” said Silajdzic. The party presidency was united in their view that Samir Silajdzic did “a good job as the Sarajevo Canton Governor", but decided not to interfere with his decision to resign from the position. The final decision on the party reshuffle will be made at the session of the SBiH Presidency on Tuesday.

US Ambassador to BiH, English: “BiH is Sovereign, the RS isn’t”
Dnevni Avaz Oct 11 Pg 3 - “BiH is sovereign, the RS isn’t and US Administration will not tolerate any denial of BiH’s sovereignty or territorial integrity,” is the conclusion of the public statement issued by Charles English, US Ambassador to BiH, after the RS President Rajko Kuzmanovic called on the RS National Assembly to “use all legal and political means, including the right on a referendum, in order to defend the RS’s legitimate interests and preserve the RS’s identify confirmed by the DPA.” To recall, Kuzmanovic convened an extraordinary session of the RSNA on Monday to discuss “radicalization of the political and intra-ethnic relations in BiH.” In the lengthy press release, English says that “the assessment of the US Administration is that BiH is headed in the wrong direction, which is quite upsetting.” In his view, “this assessment is nothing new as in the past year we have appealed both publicly and privately on local leaders to get in the grips with the reforms necessary for BiH’s further advance towards NATO and EU membership, but they didn’t do it. Instead, we have witnessed a dangerous escalation of nationalist rhetoric aimed at spreading fear among people, shifting the public attention to the past and fuelling the feelings of hatred and resentments. We have also witnessed the undermining of and the attacks on the state institutions necessary for BiH’s further progress towards NATO and EU, including the BiH Court, the Office of BiH’s State Prosecutor, SIPA, and the Institute for Missing Persons, BH TV and Radio Corporation and the Regulatory Agency for Communications. We have also witnessed the most upsetting attempts at reversing the successful reforms of the past 13 years, the same reforms that actually brought BiH onto the threshold of EU and NATO integrations.” As for Kuzmanovic’s calls for condemnation of Haris Silajdzic’s speech before the UN General Assembly and the Parliamentary Assembly of the Council of Europe, English agrees that Silajdzic’s speech “has deepened ethnic divisions in BiH and is irresponsible and detrimental for the country’s progress”. However he pointed out that Silajdzic “is not the only culprit for the current crisis as Dodik’s rhetoric has equally poisoned the political ambience in BiH. As a matter of fact, all key political parties have focused on their narrow ethnic interests, instead on reforms critical for BiH’s Euro-Atlantic integration.”

USA Embassy to BiH: “Stability of BiH is the Vital Interest of the US”
Dnevni Avaz Oct 12 pg 2 -The Public Relations Office of the US Embassy in Sarajevo informed on Saturday that “the stability of BiH and the entire Balkan region remains a vital interest of the US. As it known, the US Administration has helped with restoration of peace and stability in the region and it will continue to play this role in the future.” It was further underscored that “the sovereignty and territorial integrity of BiH are unquestionable,” and that “public speculations of some BiH leaders about the disintegration of the country are heading BiH in the wrong direction.”
 
RS Prime Minister, Dodik: “OHR is Alien Body in the DPA”
Dnevni Avaz Oct. 11 pg 3 - Commenting on the election results, SNSD leader Milorad Dodik said that “the Bosniak electorate always votes for the candidates that have the support of Reis-l-Ulema Mustafa Ceric.” He reminded that Silajdzic owed his parliamentary victory to Ceric, whereas “the same Silajdzic lost the local vote because Ceric left him and restored his alliance with the SDA. The best thing about that is that Ceric will never back up Lagumdzija, who is the biggest crook around.” Asked whether he would act in accordance with his promises from the election campaign, Dodik said that the SNSD and the RS Government would “review which of the competences that were taken away from the RS should be retrieved and which not.” He reiterated that the RS was “committed to EU, but not ready to centralize certain competences.” While he supports the current structure of the AFBiH, Dodik said he advocates “further demilitarization and a cutback in military expenditures.” He also said that the OHR is “an alien body in the Dayton-based system because the DPA only recognizes the instance of a high representative.” As for the announced meeting of BiH leaders planned to take place in Banja Luka, Dodik said he would not attend it because it was completely “pointless”. “If they want to discuss the population census, let the parliament have its say. I have nothing further to discuss with them because we already know what each of us thinks. I will participate in all future negotiations only in the capacity as the RS premier and follow the resolutions of the RS government and the RS National Assembly.”
 
Croatian President Mesic: “Dodik – Dangerous Illusionist”
Dnevni Avaz Oct 12 pg 2 - Croatian President Stjepan Mesic called Dodik “an illusionist who doesn’t recognize BiH.” He reiterated his stance that Dodik’s threats with the RS’s succession from BiH were dangerous for BiH, its neighbours and Europe as a whole. “I wish Dodik would realize this and quit blaming others outside his circle. I wish he’d start with more constructive policy that would invigorate BiH” said Mesic. He also dismissed accusations by Nebojsa Radmanovic, member of the Presidency, according to which Mesic was “a war-monger meddling into internal affairs of another country.” “I’m only advocating BiH’s survival, if that’s war mongering, then I’m indeed a war monger.

RS Prime Minister, Dodik: “To Attempt at My Removal I’d respond with Succession”
Oslobodjenje Oct. 12 pg 2-3 - In the interview for RTRS on Friday, the RS Premier Milorad Dodik described how he would “proceed if HR tried to remove me under pressure.” He anticipated that if he was removed, “international troops would probably bring out tanks in the front of the RS Government building in Banja Luka and try to prevent me from going to my office. I’d probably jostle with them and you journalists would take that with your cameras. I’d then walk away and some hundred meters farther hold a session of the RS National Assembly and suspend all BiH laws. I’d organize an NGO and, as its president, lead the RS to independence. So, if they want to play, let them.” In the same interview, Dodik said that he was convinced that Olli Rehnfell for the Sarajevo atmosphere and the talk against the RS generated by the locals who have been employed at the OHR since the time of Paddy Ashdown.” He added that the OHR had lost its purpose and should be closed so as to give local politicians a ‘go at politics”. “The DPA defines the existence of the RS with a certain degree of internal sovereignty and that’s what we want to talk about. Therefore, it’s someone else and not us who’s been theorizing about a state within a state, and not us,” said Dodik, alluding at the latest statement by HR. As for the comments by Croatian President Stjepan Mesic that he, Dodik, was “a new Milosevic,” Dodik replied that Mesic had spent much more time Milosevic than he, and that the two “are similar in that they both were involved in war crimes, but weren’t convicted.”

HR, Lajcak: “No More Threats to DPA”
Nezavisne Novine Oct. 11 pg 4 -  “Ruling politicians in BiH must once and for all stop denying the DPA and threatening with unilateral changes of the DPA and instead turn towards European priorities,” HR Miroslav Lajcak said in a public statement issued on Friday. He further stressed that “proclamation of something such is ‘the sovereignty’ of the Republika Srpska or of ‘BiH as state union’ is and will always be unacceptable.” Lajcak made it clear that “sovereignty is an attribute of states, that is, of Bosnia and Herzegovina, and Republika Srpska is part of BiH’s internal structure. In other words, under the BiH Constitution, Republika Srpska is an entity and not a sate within a state, and that’s it.” HR cautioned the RS National Assembly that it must “always act in accordance with this constitutional and legal reality, including the session scheduled for 13 October.” He reminded that the Peace Implementation Council had appealed on BiH political leaders to “stop threatening with unilaterally changes in BiH’s constitutional order and usurping the right to decide when the OHR should be closed as this matters falls in the competence of the PIC, whether they like it or not.” HR Lajcak warned that “any acts to the contrary will be regarded as the straw that broke the camel’s neck.” The PDP leader Mladen Ivanic called the HR’s statement “rushed and uncalled for,” adding that “it is a shame that HR’s reaction to Haris Silajdzic’s speech had not been so severe.” The SNSD delegate in BiH’s Parliament, Slavko Jovicic stressed that the main problem was that Sarajevo politicians “refuse to accept that the RS is an entity within BiH.” The SDS President Milan Bosic said that nobody “has the right to deny the legitimacy of the RS National Assembly”.
