Memorial centre Potocari within the jurisdiction of BiH state
Dnevni avaz, pg 3; Nezavisne novine, pg 3; Dnevni list pg 3; Vecernji list, pg 4 - High Representative in BiH Christian Schwarz-Schilling announced the Law on the Memorial Centre “Srebrenica – PotocariMonument and Cemetery”, in Sarajevo on Monday. The Memorial Centre will take over the jurisdiction and activities of the Foundation “Srebrenica – Potocari” and will be managed by the State through a Steering committee to be appointed by BiH Council of Ministers.
“I could not end my mandate in BiH leaving the possibility for this law to become the victim of the political manoeuvres. To allow for this law to be forgotten because of the maltreatment in the Parliamentary procedure for me would be unthinkable”, stated Schilling.
The Law was already discussed on June 13th at BiH Parliamentary Assembly House of Representatives, but it was not adopted due to the absence of Serb delegates. The Foundation “Srebrenica – Potocari” was established by the former High Representative to BiH in 2001. The victims’ families have requested the State to run the Memorial Centre for six years.
Questioned who will now be in charge of the security of Memorial centre, Schilling replied that since the State is taking over the jurisdiction, the centre will be secured by members of the State Investigation and Protection Agency (SIPA).
Inset: The Steering board will appoint the Working group which will provide support to its functioning. Members of the Steering Board and the Working group will be appointed for the period of four years. Current employees of the Foundation Srebrenica-Potocari will become the employees of the Memorial centre.

Dnevni avaz, pg 3; Nezavisne novine, pg 3; Dnevni list, pg 2 and 3 – Chair of the House of the representatives of BiH Parliament Beriz Belkic, who proposed the law imposed yesterday, says that such decision was expected.
“Unfortunately, after the failure in the Parliament, HR had to use the Bonn powers to impose that law. That for me is expected and I use this opportunity to give him credits for recognising the importance and imposing this law”, says Belkic. He also added he believed that the Government will soon implement the Law in its full capacity.

Dnevni avaz, pg 2; Oslobodnjenje, pg 4; Nezavisne novine, pg 3; Dnevni list, pg 2 and 3 – “By imposing such law, using the authority of the HR position, Schwartz Schilling ignored the Parliamentary Assembly of BiH and once more leaned towards the requests by the parties of the Bosniak connotation”, was one of the conclusions from the meeting of RS Government held last night relatd to the new law imposed by HR.
“By this decision HR has violated the complete legal organisation of RS and BiH regarding the other regulation s in area of administration, justice, property, producing the complete legal insecurity related to the functioning of the institutions and the citizens of the whole BiH”, states RS government.

Dnevni avaz, pg 2 – Oleg Milisic, OHR spokesperson could not give more detailed comments on the conclusions of RS Government, since he had no opportunity to read them in detail.
“What I can say is that OHR, of course, considers that HR Decision is in line with the Constitution of BiH and his competencies. But, if anyone thinks differently, HR said on several occasions that Constitutional Court of BiH is competent institution to asses that and to bring its own decision, after all. OHR will look into the conclusions of RS Government in detail and give its own opinion on it”, is the first reaction of OHR.
FMoI will secure the traffic
Dnevni avaz, pg 2; Oslobodjenje pg 4; Nezavisne novine, pg 2 inset – Muhidin Alic, Minister of interior and Zlatko Miletic, director of police administration FBiH, have talked yesterday with Abdurahman Malkic, the Major of Srebrenica and the Chair of the Organisational board for marking 11th July, about the preparations for the commemoration in Potocari.
Alic said that the preparations are done according to the plan and that FBiH MoI will do everything in its powers for marking the anniversary of the genocide in Srebrenica to be dignified. Their task is going to be to secure the traffic flow from FBiH, since so far 60 buses have been announced to be coming to Potocari on 11th July.
Centre was formed involving all cantonal MoI and which is preparing the gathering. It will be in constant meeting, while the activities on 10th and 11th will be coordinated from the centre in Tuzla.
Serbs announced the collective moving out
Dnevni avaz, pg 2 – Association of the Serb families of the killed and missing in Srebrenica municipality announced last night the collective moving out of all of its members if the law on special status of Memorial Centre in Potocari, imposed by HR, is implemented.
“By this imposed law Potocari area is administratively and territorially excluded from RS and placed under the BiH control and for us Serbs there is no more life here”,– said the representatives of the Association to Tanjug.
Bond announced the donor conference for 3rd July
Dnevni avaz, pg 2; Oslobodjenje , pg 4; Nezavisne novine, pg 2 – After the meeting with the coordination team in Srebrenica yesterday, Ambassador Clifford Bond met the political party representatives in this town. Rizo Tabakovic, the president of the SDA Club of representatives in Srebrenica said that Bond has informed them on the organisation of the donors conference, with the support from UNDP, the projects for distribution of money allocated for Srebrenica…
Also, Bosniak representatives have asked from him if the donors conference on Srebrenica, planned for 3rd July, could be postponed for after the 12th anniversary of genocide in Srebrenica on 11th July, what , says Tabakovic, “Ambassador Bond has not agreed to”.

OSA BiH: Ten people represent threat to national security
Nezavisne novine, pg 2; Dnevni avaz, pg 8, Oslobodjenje, pg 6- Semsudin Mehmedovic, Chairman Deputy with the Parliamentary Board for Supervision of Intelligence Agency OSA BiH, said that ten people who abide here represent threat to BiH national security. “We monitor these persons and soon they will be deported”, said Mehmedovic. He refused to provide any names, but they are not from BiH and their citizenships have been revoked already, he confirmed.
Inset: Auditors’ access to secret OSA’s reserve funds denied- State auditors were unable to establish the amount of money spent by OSA last year from the so-called secret reserves, confirmed Mirko Okolic, the Chairman of the Parliamentary Board for Supervision over OSA BiH. “Laws that regulate operation of OSA cite that information on spending of funds for special purposes is to remain secret, as its revealing could endanger certain activities of the Agency. Therefore, auditors were not permitted to establish how the funds were used or how much money OSA has in its secret reserves”, explained Okolic.
BiH Minister of Security to meet diplomatic representatives
Dnevni list, pg 7, - BiH Minister of Security Tarik Sadovic will meet diplomatic representatives today to inform them about realized activities and the Ministry’s priorities, as well as to present security situation in BiH. SIPA will present their operation, as well as Border Police and Service for Foreigners’ Issues. They will provide information on borders’ protection, human trafficking, illegal migrations, fight against terrorism, organized crime and corruption, civil protection and international cooperation.

One more person involved in conflict in front of café Del Kapo apprehended
Nezavisne novine, pg 13- Banja Luka Police have apprehended another person involved in a conflict, which happened two nights ago in front of café Del Kapo, when Milorad Vukovic and Bogdan Bokan were injured. S.K. was released after the interrogation. Circumstances of the fight are still unknown. Police have found blood, bullet shells and parts of a gun on the scene.
Kidnapped woman escaped from her abductor
Nezavisne novine, pg 13, Dnevni list, pg 20; Vecernji list, pg 21; Oslobodjenje, pg 31- Fatima Racinovic, who was kidnapped from her parents’ house in village Grabovac by her ex husband Tale Racinovic has managed to escape. She turned herself to police on Sunday. Her ex husband killed Ismet Velic prior to the kidnapping. Ale Siljdedic, the spokesperson with USC MoI, said that their officers and BP are searching the area.

Dnevni avaz, pg 4; Oslobodjenje pg 3, Nezavisne novine, pg 5, Dnevni list, pg 6 – General Rasim Delic, war Commander of BiH Army, has voluntarily gone to the Sheveningen, where he will stay during the trial which commences on 9th July. So far, he was temporarily released, under the guarantees given by the FBiH Government.
One month of temporary imprisonment for Ranko Vukovic
Dnevni avaz, pg 12; Oslobodjenje, pg 3; Vecernji list, pg 5 – BiH Court has brought the decision on one month imprisonment for Ranko Vukovic, indicted for assisting in the escape of Radovan Stankovic from Foca prison. He can be imprisoned until 23rd July or the new decision by the BiH Court, reports ONASA.
According to the Prosecution statements, Vukovic has between 20th and 23rd May arranged the purchase of the vehicle used for the escape of Stankovic.
Slavko Ris arrested
Dnevni avaz, pg 12; – Officers of PSC Prijedor claimed to DA that on 22nd June they have arrested Slavko Ris (i53) from Pec near Kljuc. The arrest of Ris, indicted for the war crimes against the civilians, followed after the indictment of Cantonal Prosecution in Bihac in 2001.
