Stankovic case - SIPA arrests three in Foca

Dnevni Avaz on Saturday, pg 10 - SIPA conducted an operation in Foca on Thursday evening and arrested three persons suspected of being involved in the escape of Radovan Stankovic from the Foca Penitentiary on 25 May. The persons arrested are Ranko Stankovic (Radovan’s brother), Mile Krsmanovic, Assistant Director of the Foca Penitentiary, and nurse Ranka Dragicevic. SIPA also searched several facilities, among them the apartment of Stankovic’s wife Mirjana.

The EUPM got engaged in the investigation into Stankovic’s escape.

“EUPM does not have a mandate to establish the responsibility of persons within the prison system. However, due to the seriousness of the case, we have, in coordination with OHR, assigned our two investigators to this case. They will be engaged in all activities and help shed more light on circumstances that led to Stankovic’s escape”, said EUPM Spokesperson Vedrana Dimitrijevic.

Oslobodjenje (pg 2) reported that EUPM monitored the arrest operation in Foca.

Croat returnee to Banja Luka beaten to death

BHT, RTRS on Friday; Dnevni List on Saturday, pg 3, Dnevni Avaz pg 10 - Ivo Bartulovic, Croat returnee to Banja Luka settlement Barlovci, died on Thursday night in the hospital as a result of severe injuries inflicted by harsh beating. The police opened an investigation into the incident.

 

Four men arrested for shooting in Zenica

Oslobodjenje on Saturday, pg 28 – Four persons were arrested on Friday morning on suspicion of using firearms on Thursday in Zenica settlement Krc and thus committing a criminal offence of causing general danger. The paper learns that automatic rifles and pistols were used in the shooting, but no casualties were reported.

Drug producer arrested in Modrica

RTRS - Police officers from Doboj and Modrica arrested on Saturday a 60-year-old man suspected of marihuana production. During the search of his house and backyard, the police found 2,1 kg of marihuana. They also found cannabis plants sufficient to produce 60 kg of marihuana, whose street value would be approximately 60.000 KM.

RS and Serbia staged Tolimir’s arrest?

Oslobodjenje on Saturday, pg 3 - According to sources from OSA and SIPA, Tolimir’s arrest was staged, and he was not arrested in a joint operation conducted by the RS MoI and Serbian police. The sources reveal that Tolimir, who is dying of cancer, was transferred from Serbia to the RS by a vehicle or a helicopter, and that the arrest operation was staged in accordance with the agreement on Tolimir’s surrender and transfer to the RS authorities, which was reached during the celebration of the Serbian Police Day in Belgrade last week (and which was agreed between the RS Minister of Internal Affairs, Stanislav Cadjo, and RS Police Director, Uros Pena, and the Serbian authorities). “The BiH Border police did not participate in Tolimir’s arrest, nor does it have information that any arrest operation took place in the area of Srebrenica, Bratunac and Ljubovija,” stated Director of the BiH Border Police Vinko Dumancic. SIPA Acting Director, Sead Lisak, told the paper that he had no information that any arrest operation took place in that area.

Oslobodjenje editorial says “Tolimir’s arrest is just a trick which Serbia and RS use to mollify Carla del Ponte, while still not doing anything to arrest “the famous” General”.

Dnevni Avaz editorial (“Incompetent RS police”) says “the hand over of almost bed-ridden war criminal Zdravko Tolimir is the latest RS bait thrown into the lap of Europe, which should save the police founded by Radovan Karadzic.”

RS MoI’s press conference on Tolimir’s arrest

Vasic stressed that the arrest was conducted on the basis of intelligence indicating that an ICTY fugitive was in Bratunac area. confirmed that Zdravko Tolimir was transferred from

“The Support Unit from Zvornik and Bijeljina, as well as officers of the Bratunac PS, have undertaken certain activities and arrested one person without documents. It was established that that person was Zdravko Tolimir”, stated Vasic.

Schwarz-Schilling commends Tolimir’s arrest

Dnevni Avaz on Saturday, pg 5, Nezavisne Novine pg 2 - HR Christian Schwarz-Schilling commended the arrest of Zdravko Tolimir, and added that this was the first time that the RS MoI had arrested a PIFWC. He added that all bodies in BiH and the RS must ensure that all other PIFWCs still at large are arrested and transferred to the ICTY.

Mothers of Srebrenica and Zepa Association: Tolimir’s arrest was staged

Dnevni Avaz on Saturday, pg 4 - The Mothers of Srebrenica and Zepa Association issued a statement which reads that Tolimir’s arrest was staged.

“The RS MoI (as a part of the genocide creation called RS) is so weak that it cannot keep inmates in prison. The RS MoI presents the arrest of an ill and half-dead man (Tolimir) as a great success. However, the powerless structure of the RS MoI supports ‘the mighty RS Government’, which staged the arrest of Tolimir at LjubovijaBridge, thus trying to show to the world that the RS institutions perform all their duties conscientiously,” reads the Association’s statement.

Ljajic: Tolimir’s arrest was not staged

Dnevni Avaz on Saturday, pg 5 - President of the Serbian National Council for Co-operation with the ICTY, Rasim Ljajic, stated that the information that led to Tolimir’s arrest came from the local, not international sources. “The rest of the operational work was conducted by the RS MoI”, he said. When asked to comment on whether it meant that Tolimir was arrested in BiH territory, Ljajic said that all the details and information about Tolimir’s arrest would be made public by the RS MoI. “Tolimir was arrested in the territory of BiH, and that is the fact. So, the main part of the work was done by the RS MoI,” said Ljajic.

Commenting on the Tolimir’s health condition and rumours that he had cancer, Ljajic said that whatever Serbian agencies knew about the Tolimir’s health condition was forwarded to the ICTY, adding that they had no information that Tolimir had cancer. He said that Serbia focused its efforts now on the arrest of Mladic. As for Karadzic, Ljajic said that they had no information about his current whereabouts.

When asked to comment whether this arrest operation was staged because of the upcoming visit of ICTY Chief Prosecutor Del Ponte to Belgrade, Ljajic said that it was not true, and added that it would be absolutely impossible to stage an arrest operation like that. “You either get the information that will lead you to a PIFWC’s arrest, or you don’t. And you cannot choose time to conduct an arrest operation,” added Ljajic.

Schwarz-Schilling to discuss reforms separately with BiH leaders

Dnevni Avaz on Saturday, pg 2 - OHR spokesperson Ljiljana Radetic stated on Friday that HR Christian Schwarz-Schilling would have a series of separate meetings with BiH leaders, at which he would get familiar with their stances concerning the process of reforms in BiH.

“The aim of these talks is to find a way how to move on with the process of reforms in BiH,” added Radetic.  The paper learns from a reliable source that HR already met with HDZ leader Dragan Covic a couple of days ago.

McElhaney: the US will not give up on reforms in BiH

Dnevni Avaz on Saturday, front page and pg 2 - At the press conference in the Embassy building in Sarajevo, the US Ambassador to BiH, Douglas McElhaney, stated that the US were very disappointed with the meetings they had with the Bosniak member of the BiH Presidency and SBiH leader, Haris Silajdzic, and the RS Premier and SNSD leader, Milorad Dodik, in Washington D.C. He announced that soon BiH leaders would meet again and discuss the future of the process of reforms in BiH, especially police reform and constitutional changes.

“We thought that there was a chance that those two politicians would come to agreement about important issues. We clearly told them both that the rhetoric they used was absolutely unacceptable, and that it would get them nowhere,” said McElhaney. He pointed out that neither Silajdzic nor Dodik were willing to make a compromise. He also said that the US Administration would not give on the process of reforms in BiH. “I warned them about the bad economic situation in BiH, and I rejected their criticism against the IC in BiH,” added McElhaney. He said he thought that it was high time that BiH politicians started to deal with the problems in BiH in a serious manner. He also pointed out the fact that the IC would not try to impose any reforms in BiH which are crucial for BiH’s accession to the EU and NATO.

“If you cannot agree on the police forces that meet the minimum requirements for having a coherent police force that protects all BiH citizens, then BiH is faced with sanctions. The first message of these sanctions will be: Okay, good-bye BiH, no European Union, no security, no NATO membership,” said McElhaney. He also denied any speculations that the US was favouring some BiH politicians, Dodik or anyone else in particular.
