Odžak: Police patrol reported for receiving bribe
Dnevni avaz pg. 16 – M.F. (24) from Prnjavor village filed a complaint against Traffic Police Patrol because they allegedly requested bribe from him, as informed by Dnevni avaz.
The patrol allegedly stopped his vehicle due to a check-up of validity of the car and necessary documents. They decided to fine him due to the traffic offence committed, but decided to accept bribe instead. The case is now taken over by Posavina Canton Ministry of Interior CID and the criminal processing is currently underway. The police officers were questioned by the police while duty prosecutor has been informed about the case as well,” says Dnevni avaz source from Posavina Canton Ministry of Interior.

Dismissal of TC Police Commissioner to be discussed tomorrow
Nezavisne novine pg. 4 - Independent Board for Selection of Police Commissioner is to discuss removal from office of Tuzla Canton Police Commissioner Nedim Mutapčić, as informed by Nezavisne novine
According to Nezavisne novine information, the request was signed by newly appointed Tuzla Canton Minister of Interior Bego Gutić after Mutapčić allegedly forwarded Federation Police Administration Report (FPA) to Cantonal Prosecution Tuzla although the document was entitled as “strictly confidential”.
The Report mentioned allegedly informed that Mutapčić was taking bribe from a convicted tycoon Sedinet Karić in exchange for some services, as well as that he has been hiding facts about traffic incidents in which he participated.

RS wants its own classified information!?
Dnevni avaz front page and pg. 3 – There was no reaction of official State level institutions after RS Government adopted a Conclusion last week requesting the creation of a Draft law on protection of RS classified information, as informed by Dnevni avaz.
Daily claims that beside the public statement made by RS National Assembly (RS NA) Vice President Ramiz Salkić, so far there was not a single reaction of State level institutions or individuals concerning this matter which, according to BiH Constitution, falls under strict competence of the state of BiH.
Sources daily described as experts in the field of BiH security systems claim that by introducing such law, RS is trying to determine which data can be considered as classified information and how these dara can be used. In addition, the existence of such law represents a step towards fulfilling of entity regulation according to which there would be a transfer of competences from the State to entity level at some point.
Source Dnevni avaz described as close to BiH security agencies allegedly stated that the main reason why the RS is trying to protect the classified data of their citizens with their own law is the need to prevent any check-up of persons ordered from the State level, in order for them not to be compromised while undergoing this procedure.
Daily highlighted in the article the statement of BiH Deputy Minister of Security Mijo Krešić who said that it is unclear what exactly would be regulated with the law mentioned, especially when there is the same law of the State level. In addition, daily highlights that among others, police officers are also undergoing checkups foreseen by the BiH Law on protection of classified information.

>Crime cases/Incidents/law and order
SIPA operation: Custody measures for eight persons arrested during weekend
Dnevni avaz pg. 9, Dnevni list pg. 21 – BiH Court proposed yesterday custody measures for eight persons arrested in scope of police operation conducted by members of State Investigation and Protection Agency (SIPA) during the weekend, while 30 other suspects have been released after questioning, as informed by Dnevni avaz.
Daily informs that all persons arrested are suspected in organized crime, tax evasion, customs frauds, smuggling and money and damaging the state budget for millions of KM.
As Nezavisne novine reported, police operation dubbed “Kafa” (eng. Coffee) was conducted on the whole territory of BiH involving around 300 police officers from numerous police agencies.
Daily published names of persons sentenced to one month in custody, informing that self-proclaimed “king of coffee” from Herzegovina Ivica Ćuk and owner of Tobacco Factory Banja Luka Nebojša Antonić are among them. In addition, daily reported that none of the 40 persons apprehended in scope of this operation opposed the arrested, but noted that employee of RS Ministry of Interior and Antonić’s associate Miroslav Crnčević has been arrested on Friday morning on Kamensko border crossing by members of BiH Border Police while trying to escape from BiH.
Nezavisne novine also reported that 60 locations around BiH were searched by members of police in scope of this operation, which is being considered as one of the biggest ever conducted in this country.
Press RS reported that police are still searching after few more persons suspected of being involved in this case.
In his statement for Glas Srpske, Director of RS Police Gojko Vasić said that Crnčević will be suspended immediately after they receive the official report on this case.
In his statement for the electronic media, Spokesman of BiH Prosecutor’s Office, Boris Grubešić, stated: “The custody measure was suggested because the suspects could obstruct the investigation, influence the witnesses or accomplices and cover the evidence, as well as commit the criminal act once again or complete the previous act, if at large.”
Ćuk is the main suspect who was arrested in the operation. Several persons, whose companies have been dealing with coffee, were interrogated, as well as their alleged accomplices in police structures. It is currently difficult to estimate the amount in which the state budget was damaged.
Acting Director of BiH Indirect Taxation Authority (BiH ITA), Miro Džakula, stated: “It is estimated in millions of BAM, through groundless requests for return of VAT and through fictive reporting of profit.”
According to the announcements of BiH ITA, police bodies will have a lot to do. Džakula stated: “Everyone who was dealing with fictive trade, through false companies without central office, which were established to justify requests for return of VAT on the basis of false bills issued by these false companies, will be subject to our further procedure.”

Petrol station owner found his parent’s dead bodies
BHT, FTV, RTRS, BN, Hayat, TV 1, Nezavisne novine front page and pg. 5, Dnevni list pgs. 22 and 23, Glas Srpske front page and pg. 12 – Owner of several patrol stations in Republika Srpska Dragan Nešković found yesterday dead bodies of both of his parents Pantelija Nešković (72) and Nasta Nešković (70) in their family house near Bijeljina, as informed by Nezavisne novine.
Both bodes had numerous shooting injuries, but investigation is still to ascertain whether this case is about a double murder or murder and a suicide.
Duty prosecutor stated for the media that larger amount of money was found in the house too.
Nezavisne novine source told the daily that this is one of the richest families in RS, which has been under constant pressure and exposed to threats.
Dnevni avaz, however, reported that Nasta Nešković died after suffering numerous stabbing injures, while her husband’s body only showed traces of one shooting injury which is the reason why it is being assumed that Pantelija Nešković committed suicide after murdering his wife.
Daily also claims that the weapon used in the incident has been found on the crime scene as well.
Oslobođenje, Press RS and Euro Blic reported about this case similarly as Dnevni avaz.

After being transferred to the hospital and receiving medical aid, Gorančić told the police that he was attacked by an unknown person, who shot him in a leg and escaped the crime scene after that.

Dnevni avaz pg. 5 – Within next seven days, BiH political leaders should be starting negotiations aiming to finally reach an agreement on forming of State level government, as confirmed to Dnevni avaz by SDP Vice President Damir Hadžić.
Hadžić also said that currently several different options are to be discussed, but refused to reveal more details and reiterated that there is also a possibility of forming of State level government without participation of SDP.
Daily also cited Hadžić as denying of information published by several media recently and saying that SDP leader Zlatko Lagumdžija and HDZ BiH leader Dragan Čović are one step away from reaching an agreement, also adding that there will be no cessions in favour of SNSD leader Milorad Dodik.

While adding that BiH will continue existing while having BiH Council of Ministers (BiH CoM) instead of a State level government, Dodik said that they “do understand the problems in case “Sejdić and Finci against BiH’.”
According to Nezavisne novine information, Dodik allegedly appealed on the two HDZs to finally merge into one political party and announced that four seats at BIH CoM belong to delegates from RS.
He also pointed out that he has nothing against Islam, but using of this religion for political purposes, which is being undoubtedly implemented by Grand Mufti of BiH Islamic Community Mustafa Eff. Cerić.
