Police agencies are operating without staff members
Dnevni list pg. 7 – A year has passed since the establishment of four new State level police agencies: Directorate for Police Support, Directorate for Forensic Examinations, Directorate for Education and Training of Police Officers as well as Agency for Coordination of Police Bodies. Back then, the public has been informed that this step can be considered as a significant police reform implemented in the country whose task is to connect the police forces in BiH, as well as to establish more functional police that will be able to fight all types of crime and corruption on the whole territory of BiH – or rather as a huge step forward in transferring of police competences from the cantonal and entities’ to the State level.
One year after the police agencies mentioned above haven’t even managed to hire necessary staff members. Currently, the agencies are employing only directors and deputy directors, as well as few other staff members who have been employed on temporary basis. The reason for such situation is the fact that the BiH Council of Ministers (BiH CoM) has failed to adopt the proposed Books of Rules on systematisation of posts among particular police agencies. That is why their current work is based only on spending money from the State budget, especially considering the fact that these institutions are being paid by BiH CoM as if they are fully staffed.
After some of the Chiefs of Police requested the information why is this case, several ministers and delegates at BiH Parliament responded that “they do not need a Book of Rules, since the agencies mentioned above have been established pro forma and due to the pressure exerted by the International Community only”. 
 
BiH Minister of Security Ahmetovic: Nothing new about the police operation “Light”
Nezavisne novine pg. 2 – Federation Police Administration (FPA) hasn’t forwarded any new information about the police operation “Light” to BiH Ministry of Security, but only listed the facts already known, as confirmed by BiH Minister of Security Sadik Ahmetovic.
We have received the information from FPA that the investigation is still ongoing. All information listed are already well known to the public,” said Ahmetovic, adding that he hasn’t received any information from BiH Prosecution either.
As Dnevni list and Oslobodjenje reported, a meeting between all LEA that participated in the operation “Light” in Gornja Maoca was held yesterday in the premises of Tuzla Canton Ministry of Interior (TC MoI). The aim of the meeting was to analyze a realization of an operational plan of joint police forces in the operation “Light”.On that occasion, they reviewed all security indicators in planning and conducting of the operation “Light”, as well as the cooperation and coordination among police agencies, which were realized in a professional manner. In addition to that, all legal measures and norms, as well as a verified plan of operation, were observed.
 
Zivkovic: SIPA is taking over the investigation about the incident occurred at BiH Parliament
Nezavisne novine pg. 2, Press RS pg. 5, Glas Srpske pg. 6 – Chairman of BiH Parliament’s House of Representatives, Milorad Zivkovic, stated that the State Investigation and Protection Agency (SIPA) will forward its own Report about the violent intrusion into the great auditorium of BiH Parliament during the BiH Independence Day reception to BiH Prosecution based on the Report submitted by Service for Joint Affairs of BiH Institutions.
According to Zivkovic’s words, BiH Court will then decide whether this institution is competent in this case, or if the case will be forwarded to the Cantonal Court in Sarajevo.
Zivkovic said that he talked with SIPA officials yesterday, as well as with the Director of Service for Joint Affairs of BiH Institutions, Dragan Savic, and requested a written information about the incident occurred on 01 March.

Ejup Ganic remains in custody

Ganic’s son, Emir Ganic, cited yesterday for BiH media the explanation offered by judge Purdy, saying that “Serbia is charging Ganic for very severe criminal acts”, as well as that “all guaranties offered, such as 300,000 pounds meant for bail to be paid or Ganic’s police clearance certificate, are being considered as aggravating circumstances.”
Judge Purdy allegedly stated that the fact, that all these documents as well as the amount of money requested have been provided in such a short period of time means that Ganic has some very influential friends and that he might leave Great Britain in case of his release. Ganic’s family announced that they will appeal against the decision.
Meanwhile, not even BiH Ambassador to Great Britain, Jadranka Negodic, was allowed to visit Ganic. Negodic immediately filed a complaint to the British Ministry of Foreign Affairs. Ganic’s family also claims that Ejub Ganic is being completely isolated, without any money or clothes, or the right to make one phone call. Since the time he was arrested, neither his family members, attorneys, nor members of the diplomatic core were allowed to meet him. He even failed to appear in front of the court due to some “administrative mistake”. Serbian Ambassador to BiH, Grujica Spasojevic, harshly denied yesterday that the process against Ganic is politically motivated. He also confirmed the information that several citizens gathered yesterday in front of the Serbian Embassy in Sarajevo and verbally assaulted the employees. SIPA and police increased security at the Serbian Embassy in Sarajevo yesterday.
RS Prime Minister, Milorad Dodik, stated for Dnevni list that any involvement of State level institutions in this case could dramatically worsen the political situation in the country.
 
FPA police operation against car mafia in Central Bosnia Canton
FTV, Dnevni avaz pg. 15, Dnevni list pg. 22, Nezavisne novine pg. 15, Vecernji list pg. 18 – Upon the order of Cantonal Prosecution Mostar, four persons were arrested yesterday in the region of Central Bosnia Canton in a joint operation conducted by members of Federation Police Administration (FPA) and Central Bosnia Canton (CBC) Ministry of Interior, as confirmed by FPA.
The operation was conducted in the scope of the operation against car mafia, concerning the criminal acts of stealing of vehicles, racketeering and blackmailing.
According to police information, several locations have been searched in the region of Novi Travnik and four persons apprehended. The four suspects have been transferred to FPA for further processing.
During the search conducted, police seized certain documentation, mobile phones, driver licences and one automatic rifle. Police also informed that the investigation in this case is still ongoing.
Oslobodjenje reported that unofficially Dalibor Dzido, brothers Krunoslav and Ivan Andric as well as Anto Covic from Nova Bila have been arrested, as well as that the police managed to find three out of ten vehicles this group is suspected of having stolen.
 
Taxi driver from Srebrenik physically assaulted
Dnevni avaz pg. 14, Nezavisne novine pg. 14 – Six drunken man physically assaulted a taxi driver from Srebrenik who refused to chauffeur them to the place they requested because there were too many people in his vehicle.
After stealing six bottles of bier, the six men entered the taxi vehicle owned by N.A. (48) from Donje Potpece settlement near Srebrenik. The driver kindly informed them that he was not allowed to chauffeur six persons at once, but none of the men was willing to leave the vehicle. The taxi driver tried to drive to the nearby police station, but the group of men physically assaulted him while he was still sitting behind the steering wheel. After leaving his car, the driver went to the Police Station Srebrenik and reported the whole case, while the drunken group caused damage to his car and escaped towards unknown direction.
Only several hours after the incident the police managed to identify all perpetrators. It was adjusted that two of them are prison inmates currently on furlough. All six of them were apprehended to Police Station Srebrenik for further processing.

RTRS, BN, Dnevni list pg. 4, Press RS pg. 4, Glas Srpske front page and pg. 3 – During the meeting between Russian Minister of Foreign Affairs, Sergej Lavrov, empowered representative of the President of Russia, Gregory Poltabcenko, and RS Prime Minister, Milorad Dodik, it was considered that possible constitutional changes in BiH should be achieved through consensus, and without any impositions from the outside since “this is the matter of domestic political structures”.
RS PM Dodik stated that it is in the joint interest to maintain the Dayton structure.
