Man accuses two police officers of “racketeering”
Nezavisne novine pg. 7 – Zoran Basalo, street salesman from Banja Luka, filed a complaint to RS Ministry of Interior (RS MoI) Internal Control Department against police officers Dalibor Radukic and Mile Bosnjak, due to the criminal act of constant harassments and racketeering.
Basalo told the police that several months ago, Radukic and Bosnjak visited the spot he used to sell cigarettes with their private vehicle and told him to take his own car and follow them.
”They brought me to an unoccupied parking place and told me that the fine for illegal selling of cigarettes amounts up to 500 BAM. We were arguing about the amount of money I was supposed to give them in order to prevent them from confiscating the cigarettes. I offered them 100 BAM, but they forced me to pay them 200 BAM,” says Basalo, adding that since he filed a complaint against them in January 2010, Radukic and Bosnjak molested him several times.
“I was exposed to different kinds of threats. They searched after me even while not wearing police uniforms and forced me to reveal the names of all other salesmen who made a statement at the police after the complaint has been filed,” adds Basalo.
PSC Banja Luka informed that the investigation in this case is currently ongoing.
Operation “Stop Corruption” shows first results in Samac Municipality
BN, Glas Srpske pg. 17 – Administrative worker at Samac Municipality, Ljubomir Mijanic (60), was arrested yesterday in the scope of the operation “Stop Corruption” by members of Police Station Samac due to the suspicion that he had committed the criminal act of illegal mediation.
According to unofficial information, Mijanic was blackmailing several business people and requesting money as a favour for issuing work licences or achieving other benefits.
PSC Doboj will hold a press conference today in order to present the results of the anticorruption activities conducted by this center.
Samac Municipal Mayor, Savo Minic, said that the decision to cope corruption within the administrative service of Samac Municipality motivated the citizens to cooperate with the police.

Seven people from Gornja Maoca released from custody
BHT, FTV, RTRS, NTV Hayat, Dnevni avaz pg. 4, Nezavisne novine pg. 2, Glas Srpske pg. 5 – Upon the proposal of BiH Prosecution and three weeks after the police operation “Light” conducted in Gornja Maoca, BiH Court decided to release from custody all seven residents of this village who were arrested in the scope of the operation.
BiH Court also confirmed that prohibition measures have been passed instead.
All seven suspects are prohibited from contacting with other participants, taking part in any kind of public gatherings or talking about the case with anybody apart from their attorneys.
Police patrols are assigned to visit Gornja Maoca every day in order to see whether the measures are being respected.
Nusret Imamovic, Safet Barcic, Hajrudin Ribic, Edis Bosnic, Senad Midzic, Dzevad Hodzic and Adnan Rustemi were also ordered to leave their IC cards, driver licences and passports at BiH Court.
Dnevni list “Wahhabis from Gornja Maoca released from custody” cited BiH Prosecution Spokesperson, Boris Grubesic, as saying that the seven persons were released from custody because they can no longer influence the investigation process.
“We will continue the investigation based on the evidence confiscated,” added Grubesic.
Daily also poses the question whether the whole police operation, that included over 650 police officers, was only show for the public and the foreigners after such a decision was reached by BiH Prosecution?
Unknown perpetrators threw stones on Atik Mosque in Foca
Dnevni avaz pg. 7, Oslobodjenje pg. 9, Vecernji list pg. 23, Nezavisne novine pg. 9, Glas Srpske pg. 16 – Unknown perpetrators threw stones on Atik Mosque in Foca, destroying two window panes.
Foca Police conducted the investigation and confiscated the stones found on the crime scene. Foca Municipality immediately provided funds in order for the material damage to be readjusted.
Head of Islamic Community Foca, Salem eff. Cemo, stated that there were only few such or similar incidents in the past.
Car thieves and racketeers arrested in Sarajevo
Dnevni avaz pg. 24, Oslobodjenje pg. 13, Dnevni list pg. 20, Vecernji list pg. 21 – Members of Canton Sarajevo Ministry of Interior (CS MoI) arrested yesterday Sadber Mrkaljevic (26) from Zenica and Mehmed Beslija (30) from Sarajevo due to the criminal acts of stealing and money extortion.
Together with Sanel Karahmet (32) who is still at large, the two of them stole two vehicles in Sarajevo’s settlement Ilidza, after which they contacted the owner requesting a repurchase amount in order for the vehicles to be returned.
The owner agreed to meet with Mrkaljevic and Beslija, but informed the police about the whole case instead of giving them the amount requested.
The search after Karahmet is still ongoing.
Bomb thrown on “Euroherz” premises in Tomislavgrad
Dnevni avaz pg. 24, Oslobodjenje pg. 12, Dnevni list pg. 20, Vecernji list pg. 23, Nezavisne novine pg. 4, Glas Srpske pg. 17 – An unknown perpetrator threw a bomb on the premises of “Euroherz” Insurance Company in Tomislavgrad yesterday, causing a small material damage, as informed by Livno Canton Ministry of Interior Spokesperson Ivica Vrdoljak.
Crime scene investigation has been conducted by members of Livno Canton Ministry of Interior and Police Administration Tomislavgrad, while the search after the perpetrator is still ongoing.
Vrdoljak reminded that a similar incident occurred a month ago, as a bomb has been thrown on “Euroherz” premises in Livno.
Part of marijuana seized in Prozor-Rama meant for Croatian market
FTV, Dnevni avaz pg. 25, Dnevni list pgs. 18 and 19, Vecernji list pg. 21, Press RS pgs. 14 and 15 – Members of Police Administration Konjic, Police Station Prozor-Rama and Herzegovina – Neretva Canton (HNC) Ministry of Interior CID searched the family house of Zdravka Pavlicevic (45) in Prozor settlement Borovnica and found 11, 4 kilos of marijuana.
Drugs seized were meant to be sold on Bosnian and Croatian market, as confirmed during yesterday’s press conference held in the premises of Police Administration Konjic.
The competent prosecutor announced that apart from Pavlicevic, her cohabitant Zdravko Sicaja (39) from Podboj settlement was apprehended as well.
HNC Police Commissioner, Amir Begic, said that the whole operation was conducted jointly with the prosecution and praised the successful cooperation.
According to unofficial information, the whole operation was launched after the police received the information about Pavlicevic’s and Sicaja’s activities from an anonymous citizen.
Pavlicevic and Sicaja never had a criminal record before.
Also according to unofficial information, apart from the drugs, certain amount of fire weapons has been found during the search of their house as well.
“Police is paying special attention to activities regarding combating of illegal trafficking of narcotics lately. We have planed certain activities that will be implemented in a nearby future,” stated Begic for Nezavisne novine.

HR Inzko: Elections are no excuse for negligence
BHT, FTV, RTRS, BN, Dnevni avaz pg. 4, Oslobodjenje front page and pg. 2, Nezavisne novine front page and pgs. 4 and 5, Glas Srpske front page and pgs. 2 and 3 – After the two-day session in Sarajevo has been completed, Peace Implementation Council (PIC) Board members expressed their dissatisfaction regarding the implementation of the conditions necessary for the transition of the Office of the High Representative (OHR), stated yesterday High Representative (HR) in BiH, Valentin Inzko.
Inzko noted that the agreements concerning distribution of the State and military property, as well as the status of Brcko District, must be reached, reiterating that the elections are no excuse for negligence.
Daily remarks that nothing spectacular occurred during the PIC session, apart from the fact that the Communiqué has been adopted unanimously.
“”PIC also discussed the ongoing election campaign in BiH, and assessed some of its elements as offensive,” added Inzko, stressing that the International Community (IC) intends to closely monitor whole election campaign, without favouring any of the political options.
“We might support some new ideas, but we do not intend to support any particular political party,” stated the HR.
HR Inzko once again reiterated that the IC will not tolerate any threats towards the territorial integrity and sovereignty of BiH, while giving his full support to Dayton Peace Agreement (DPA).
Daily also highlighted that due to the fact that Russia and some other EU countries opposed idea of PIC taking a standpoint on the issue of referendum, and in order to “maintain the unity of PIC”, this question has been totally ignored.
As Dnevni list informed, most of the domestic politicians were not surprised by the PIC conclusions. Still, Bosniak and Croat political leaders are expecting more concrete engagement of the IC and OHR in the future, since “any kind of progress would hardly be reached without the assistance from the outside”.
Serb political leaders, however, are of the opinion that the decision regarding the extension of the mandate of the HR is the results of lobbing conducted by the Bosniak side, which would like to reach certain goals with the assistance of the IC.
RS Prime Minister Milorad Dodik is of the opinion that the Bosniaks are opposing the idea of closure of the OHR since they haven’t achieved their goals yet, including the solving of the issue of the “invented State property”.
Communiqué of the Peace Implementation Council Steering Board
BHT, Dnevni avaz pg. 4, Vecernji list pg. 8, Press RS pg. 3 - Political Directors of the Peace Implementation Council (PIC) Steering Board welcomed recent progress made by BiH authorities to fulfil the requirements for EU visa liberalization.
PIC urged the BiH authorities to adopt, without further delay, a state level law on population census.
PIC Steering Board continued its discussion on the prospects for transition from Office of the High Representative (OHR) to a reinforced EU presence on the ground in BiH. It reiterated that that transition remains the goal as soon as the five objectives and two conditions necessary for OHR closure have been met.
The EU member states of the PIC Steering Board reiterated that the EU would not be in a position to consider an application for membership by BiH until the transition of the OHR to a reinforced EU presence has been decided.
PIC Steering Board welcomed completion of the State Property Inventory. It urged the relevant authorities to urgently conclude an intergovernmental agreement on the apportionment of State Property.
PIC Steering Board urged the relevant authorities to sign an Inter-Governmental Agreement on Defence Property, in line with the BiH Law on Defence, through which the State would own property required for future defence purposes.
While reiterating that constitutional changes are not a part of the objectives and conditions for closure of the OHR, the PIC Steering Board remains convinced that constitutional changes are necessary to improve the efficiency and functionality of BiH’s institutions so that they can be better equipped to serve the interests of BiH’s citizens and meet future requirements for Euro-Atlantic integration.
PIC Steering Board welcomed the High Representative’s Decision of 14 December 2009 to extend the mandate of the international judges and prosecutors working in the war crimes department of the Court of BiH. It also underlined that BiH should intensify its efforts in the area of judicial reform and combating organised crime, corruption, and terrorism and commended the role that BiH law enforcement agencies have played in that respect.
PIC Steering Board underlined its strong commitment to BiH’s territorial integrity and sovereignty in line with the Dayton Peace Agreement.
Clinton: We don’t want to see any steps towards dissolution of state BiH

“The USA doesn’t want to see any steps taken towards dissolution of stateBiH and we are very concerned about that,” stated Clinton.
Çavuşoğlu to visit BiH next week
Council of Europe Monitoring Team also intends to visit BiH by the end of March in order to assess whether conditions BiH has assumed while joining the CoE, have been fulfilled.
RS Government on State property: No more negotiations with the OHR
FTV, RTRS, BN, Dnevni avaz pg. 9, Oslobodjenje pg. 8, Dnevni list pg. 5, Vecernji list pg. 9, Press RS pg. 3, Nezavisne novine pgs. 8 and 9, Glas Srpske front page and pg. 7 – RS Government will no longer participate in negotiations with the Office of the High Representative (OHR) about the apportionment of State Property.
The RS Government requested from BiH Council of Ministers (BiH CoM) to submit a list of property necessary for the work of institutions of BiH within next 60 days, proclaiming the OHR’s list as “anti-constitutional and illegal”.
